Interior wall primer is the problem shooter. Why there are some problem like above picture after brushing emulsion paint 2 or 3 years later ?
Because they don't use primer. Primer can help you utimately prevent the problems happening, like mildew of the wall and so on.
Construction Method
Fist, you should make sure of the cement base being even. The way to make it even is to use putty.
And then 1 layer of basecoat, 2 layers of topcoat.
